If we already voted for the SCFD, why must it be renewed?

The Scientific and Cultural Facilities District must be approved by voters in order to continue or it will sunset in 2006. The sunset clause has always been an important part of the SCFD legislation to help ensure accountability. This year’s ballot question also contains a sunset clause, calling for the SCFD to sunset after 12 years. At that time voters can once again review the performance and need for the SCFD and vote again whether to continue it.

Is this a tax increase?

NO. Renewal of the SCFD is NOT a tax increase, but a continuation of a one-tenth of one percent (one penny on $10 dollar purchase) sales tax. The average per capita cost is approximately 30 cents a week. It is a small investment with a big return. The Denver metro’s flourishing cultural and scientific organizations generate $1 billion in economic impact in the area and provide more than 7,000 jobs. Will there be any changes made to the SCFD?

Just as the metro area itself has changed much since the SCFD was first instituted in 1988, the SCFD provisions needed some updating. The key changes address improving operation; refining funding; raising standards of eligibility; and expanding the boundaries to reflect housing and retail patterns. Why do cultural organizations need SCFD support?

There are several reasons. Economic recession and tax revenue shortfalls have adversely impacted federal and state funding for cultural groups in Colorado. SCFD provides a consistent funding base for these organizations which allows them to attract dynamic exhibits and programming and provide reduced or free admissions.

Also, having a robust cultural community is good for our economy and for tourism. 11 of the top 15 tourism attractions in the metro Denver region are SCFD-funded organizations.

SCFD funds drive the development of hundreds of small to mid-size cultural groups that can be found throughout the seven county district.
