Following are results of 14 elections effecting public library financing around the state of Colorado. Summary of November 2006 Library Elections

Ciruli Associates 2006

Ten out of 14 libraries won (some had multiple proposals), including creating and funding two new library districts.  Many proposals were approved by 60 percent or more of the electorate.  Montrose used a capital facilities district to tax local properties and fund a library in Naturita.  Sales tax increases were attempted by several libraries.  De-brucing was successful in two districts.

Library Elections Results

1. Alamosa/Southern Peaks Public Library:  Lost

1% sales tax increase (shared among agencies, including library)
Yes 1,106 – 44%; No 1,294 – 56%

2. Basalt Regional Library District (Eagle and Pitkin counties):  Won both

$11 million bond issue
Yes 1,989 – 64.4%; No 1,100 – 35.6%
.55 mil levy increase (from 2.06 to 2.61)
Yes 2,111 – 67.9%; No 996 – 32.1%

3. Berthoud Public Library (Larimer/Weld):  Won

1.9 mil levy increase (previously municipal funding + .5 mil – from .5 to 2.4)
Yes 1,113 – 59.5%; No 759 – 40.5% (Larimer)
Yes 7 – 50%; No 7 – 50% (Weld)

4. Dolores County Public Library:  Won

1⁄2 mil increase (from 1⁄2 mil to 1 mil) for operations
De-brucing included

5. Durango Public Library:  Won

1⁄4 cent sales tax for bond issue for new library site/building
City of Durango already de-bruced so applies to the library

6. Eagle Valley Library District:  Lost both

1.25 mil levy increase (from 2.74 to 4)

7. Fort Collins Public Library:  Won

2.261 mil increase (from 1.386 to 3.627)
Yes 36,701 – 54.37%; No 30,802 – 45.63%

12.  Town of Superior: Lost

3.4 mils to create library services/building
Yes 879 – 35.3%; No 1610 – 64.7%

13. Upper San Juan Library District (Pagosa Springs): Lost

1.5 mil levy increase (from 1.5 to 3)
Yes 2,042 - 45.3 %; No 2,469 – 54.7% 

14. West Routt Library District (Hayden):  Won

De-brucing
Yes 615 – 79%; No 163 – 21%
