Different C and D Ballot Language The close loss of Ref. D (it ran 28,000 votes behind Ref. C it would have passed with a shift of 8,000 votes) was the product of it receiving less publicity than Ref. C (fewer people voted in Ref. D election than Ref. C); having less voter-friendly ballot language; and at least a few voters disliking more debt or deciding not to spend the full amount outlined in both referenda. Of course, there is always some variation between ballot initiative totals. When results are near 50-50, small differences can change the outcome. |
